Historically, Oracle cannot directly write to tapes.
So you make your backups (old school alter database begin or new RMAN or logical backups with exp) to disk based filesystem .
Any backup tool like tivoli/legato/veritas would pickup these backupfiles and write into tapes for on-site/off-site archiving.
Most modern generation backup tools can directly invoke RMAN to backup and write backupset to tapes. To do this you need a seperate licensed (generally) MML (media management layer) from the respective vendor. With this, you can directly backup to tapes and restore from tapes.

You may also want to consider Oracle Secure Backup which is actually a free product (one server to one attached tape drive) from Oracle that can backup to disk and provides a MML interface for backup to tape. Oracle Secure Backup also offers many other features.
