what parameters shall i change to be able to use the "recover database until time"?
and what is the syntax for the command

You don't need to set any parameters, but your DB must be in ARCHIVELOG mode. Example from the SQL*Plus Users Guide (I recommend you look it up yourself):

RECOVER DATABASE UNTIL TIME 01-JAN-2001:04:32:00;
